Yes, because IPAM is significant for overall data centre operations; because

• the network is the basis of all communication and processes in the data centre / company
• IP addresses / hostnames needed for identification during holistic troubleshooting
• IP addresses for configuring active components belong to
• Reservation pools and an overview of address assignments are extremely helpful for planning and avoiding bottlenecks

Conversely, IPAM itself also requires sub-disciplines of DCIM, such as

• Bulk Operations and Work Orders from Process Management
• customer-based billing and relationships from Business Service Management (BSM)
• Standardised interfaces and ETL mechanisms for the integration of DDI tools
• Relationships with objects from other management areas for the organisation of new network structures
