The CMDB as a central information disk in the company

Recent press releases and practical experiences show, that from a customer’s point of view, a CMDB is not a pure technical oriented, federated data pool of automated collected raw data (discovery) but becomes a central information disk in the company through the accumulation of master data, contract data, facility management or NON-IT components.
This becomes apparent when for example non-automatically detectable configuration or connection components (e.g. passive technique as racks, cabling) or spatial aspects (footprints in a data center, available data sockets in an office) are knowingly excluded from the requirement spectrum of a CMDB due to failing functional ability.
Paradoxically such functional units should be resumed by (additional) special systems that lead the right to exist of a CMDB (central data pool for ITT infrastructures and configurations) ad absurdum. After all the number of necessary data interfaces and integration (media breaks), bad quality of raw data and multiple maintenance should be limited. Of what advantage is a single gold-plated dataset without knowledge of the environment relations, variables and capacities?
This is also true for the procedural or service-oriented (ITIL) view. In a planning and execution scenario within the service, incident, problem, change, release and capacity management it is therefore not necessary to know the actual or free footprints for servers or to include the power and climatic performance of a computer room in the design?
